Report of the 1st Working Group Meeting on the Roundtable for a Sustainable Cocoa Economy (RSCE)

Opening of Meeting

1. The Executive Director welcomed participants to the first meeting of the Working Group on the Round Table for Sustainable Cocoa and indicated that he was only chairing the meeting until the appointment of a Chairman/Co-Chairman under item 3 of the agenda.
2. He also informed participants Mr. Ade Adesina and Mme Acquah Assouan, representatives from the Cocoa Association of Nigeria (CAN) and from Côte d'Ivoire respectively were unable to attend the meeting. The list of participants is attached as an annex.
II. Adoption of Agenda

3. The draft agenda was adopted.

Election of Chairman/Co-Chairman of the Working Group

4. At the suggestion of Mr. Enzo Barratini, representative from the European Commission, it was agreed that the Working Group would appoint two Co-Chairs, one from Consuming countries and one from Producing countries.

5. Mr. Tony Lass was appointed Co-Chairman on the Consuming Countries' side. Mr. Hagen Streichert suggested to appoint Mme Acquah Assouan (Côte d'Ivoire) as Co-Chairperson on the part of Producer countries. While this was considered a most excellent suggestion, it was subsequently agreed that the representatives from Producing countries would conduct some further consultations before appointing their Co-Chair. The outcome of their consultations would be made known to the ICCO Secretariat as soon as possible.

Objectives of the next RSCE Meeting

6. After discussions, members agreed that the official title of the initiative would be Roundtable for a Sustainable Cocoa Economy (RSCE). The title could be translated in all languages. However, the acronym would remain "RSCE" in all languages. The suggested translations into French and Spanish are: "Table Ronde pour une Economie Cacaoyère Durable" (French) and "Mesa Redonda sobre una Economia Cacaotera Sostenible" (Spanish).

7. Members further agreed on the objectives for the next RSCE meeting as follow:

Overarching Objective:

• Continue the informed dialogue from the Accra meeting of October 2007 among stakeholders involved in the world cocoa economy: producer alliances, companies, NGOs, scientists, unions and governments etc. Consider the ways and means to enhance sustainability in the cocoa sector worldwide, building upon the Accra Agenda;

Specific Objectives for this RSCE Meeting (RCSE2):

• Identify principles, underlying the Accra Agenda, taking into account the three pillars of sustainable development (environmental, economic and social);

• Encourage the (further) development of standards for sustainable cocoa, by starting a process of consultations and dialogue (in meetings and through the web) on the establishment of standards; prepare draft standards (in certain cases) if that is broadly supported;

• Identify the ways and means of delivering traceability and monitoring of the cocoa chain, from production through trade/processing to consumption;

• Develop standards for best supply chain practice and promote their implementation, taking account of the special needs of smallholders;

• Consider the role of certification for cocoa and the similarities/differences of existing and newly developed mechanisms of certification, again taking into account the responsibilities of different stakeholders;

• Exchange views on existing programmes towards the implementation of core labour standards;

• Be a platform for initiatives promoting sustainability in cocoa.
